The UK water companies are required to produce a water resource management plan by the regulator, which develops a supply / demand balance, known as the ‘twin track approach’.

The concept of this balance is to consider all the components that make up water use, from un-metered domestic demands, network leakage, commercial demands and site water losses, and how they are likely to change over time.  These are then balanced against water supply, the amount of water resource available, the capacity of treatment plant and how external factors might influence them.  The resultant balance should enable water companies to consider the lifespan of their existing assets and understand where and when to invest in them.
